kLab, Kigali's first open space for young IT entrepreneurs and students to collaborate and innovated, was launched by the Rwandan government in May of 2011. ICT development is a pillar of Rwanda's Vision 2020, President Kagame's plan to turn Rwanda into a developed country by 2020.
